Citizen Proposal to Nobel Laureate Dr Muhammad Yunus, Chief Advisor to the Interim Government of Bangladesh

Subject: A Blueprint for Removing Fascist Structures from Political Parties in Bangladesh and Fostering a Democratic Future

Your Excellency!

I am writing to you in a spirit of optimism and a profound sense of duty. Bangladesh has reached a historical turning point with the recent citizen-led uprising that demonstrated the people's desire for democracy, justice, and accountability. Your appointment as Chief Advisor to the Interim Government has brought hope for a transformative period that could pave the way for a genuinely democratic Bangladesh.

In light of the public’s demand to end political authoritarianism and the urgent need for structural reforms, this proposal outlines practical measures to dismantle fascist structures entrenched in our political landscape and re-establish a democratic, transparent, and just political system for all Bangladeshis.

1. Vision for a New Bangladesh:

Objective: To create a state where unity, inclusivity, and pride define our national identity.

The vision of a New Bangladesh is one where people of all creeds, castes, and communities live as one family, bound by mutual respect and shared national pride. In this New Bangladesh, every citizen has the opportunity to thrive, and our collective actions uplift the nation’s standing in the global community. Every individual takes pride in being part of a just, inclusive state, proudly rebranding Bangladesh as a beacon of democracy and equality.

This vision emphasizes the values of unity, inclusivity, and dignity for all, driving forward a Bangladesh where differences are celebrated and not a source of division, and where all citizens have an equal stake in the nation’s progress.

2. Abolishing Fascist and Authoritarian Structures within Political Parties:

Objective: To ensure all political parties operate democratically, transparently, and without authoritarian practices that harm public trust and governance.

Political parties in Bangladesh have, over the years, exhibited behaviours characteristic of authoritarian regimes. Practices such as the monetization of leadership positions, silencing of dissent, and involvement in covert extortion have become alarmingly prevalent. A shift away from these behaviours is essential to restore public faith in political organizations and make them truly representative of the people they aim to serve.

Proposal-A:

1. Enact Internal Democratic Reforms: Legally require all political parties to establish transparent mechanisms for leadership selection and internal decision-making. Banning the sale of leadership positions and fostering competitive, merit-based advancement would curb authoritarian practices and encourage competent, committed individuals to lead.

2. Transparent Financial Disclosure: Parties should disclose their funding sources and expenditures to eliminate clandestine financial practices and foster accountability.

3. Anti-Corruption Mechanisms: An independent political ethics board, with powers to investigate and report malpractice within political organizations, could help curb corrupt practices. This body should operate autonomously from party or governmental influence to ensure impartiality.

3. Legislative Reforms to Safeguard Rights and Ensure Accountability

Objective: To establish a legal framework that reinforces democratic principles and protects individual rights within political party operations.       

For democracy to thrive, a legal framework must safeguard citizen rights and provide avenues to challenge authoritarian practices. Laws that ensure party accountability, protect individual freedoms, and punish coercion or harassment by party officials would be instrumental in building trust between citizens and political entities.

Proposal-B:

1. Political Party Accountability Act: Implement legislation requiring political parties to submit regular public reports on their activities, membership changes, and major decisions. These reports would foster transparency and allow citizens to make informed decisions regarding their political support.

2. Whistleblower Protection Laws: Protect individuals within parties who expose undemocratic or corrupt practices. These laws would empower party members to come forward without fear of retaliation, fostering a culture of accountability and reform from within.

3. Citizen Grievance Redressal Mechanism: A government-supervised body should be established to address public complaints against political parties, ensuring that citizens have a platform to raise concerns about coercive tactics, extortion, or other abuses of power by political representatives.

4. Inclusivity and Meritocracy in Political Participation:

Objective: To create a level playing field in political leadership, allowing individuals from all socioeconomic backgrounds to aspire to leadership roles within parties.

One of the pressing issues is that party leadership in Bangladesh has often been concentrated among elites, with positions frequently sold rather than earned. By democratizing access to leadership positions, political parties can become more reflective of the general population’s will and interests.

Proposal-C:

1. Eliminate Financial Barriers for Leadership Positions: Outlaw any practice of purchasing leadership roles within parties. Instead, parties should implement transparent election processes that assess candidates based on their commitment, competencies, and alignment with democratic principles.

2. Quota Systems for Underrepresented Groups: Introduce quota systems for marginalized communities (e.g., day laborers, minorities, and economically disadvantaged individuals) within party structures to ensure their voices are included at all levels.

3. Merit-Based Leadership Progression: Establish merit-based criteria for leadership advancement to ensure that individuals who demonstrate a commitment to public service and democratic values have the opportunity to ascend in party ranks, irrespective of financial background.

5. Reforming the Electoral System for Fair Representation:

Objective: To create an election process that reflects the voices of all Bangladeshis, regardless of economic standing, thus restoring public trust in democratic institutions.

The electoral process in Bangladesh has increasingly marginalized poorer citizens, as campaigning and vote-buying have raised the financial stakes. A reformed electoral system would enable a fair representation of all socioeconomic groups and empower individuals who genuinely seek to serve the public.

Proposal-D: 

1. Public Financing of Campaigns: Establish a publicly funded campaign model that provides financial assistance to candidates with limited resources, enabling them to compete fairly without reliance on wealthy backers or illicit funding sources.

2. Ban on Vote Buying and Selling: Enforce strict penalties on candidates and supporters involved in vote-buying. An independent commission should monitor elections closely to deter malpractices.                                                            

3. Electoral Accessibility: Simplify candidacy requirements to allow citizens from all walks of life, including day laborers and rural individuals, to participate as candidates. This change would promote a more inclusive representation within government bodies.

Low-Cost Online Campaign Platform: Create a state-managed, low-cost online platform for campaign outreach, accessible to all candidates. This platform would allow candidates at each level of government to communicate their messages and policies widely without incurring high campaign costs. By standardizing online campaigning through a centralized, cost-effective medium, the government can ensure a level playing field and minimize financial barriers for less affluent candidates.

6. Constitutional Safeguards to Prevent Division and Violence:

Objective: To institutionalize the unity and peace of the nation by embedding constitutional protections that prevent divisive and violent practices within the political landscape.

Political stability requires that we, as a nation, prevent activities that promote division or incite violence. A constitutional commitment to unity and peace, coupled with punitive measures for those who violate these principles, would create a safer and more cohesive environment for political discourse.

Proposal-E: 

1. Prohibition on Hate Speech and Incitement: Amend the constitution to prohibit hate speech, sectarian incitement, and any language that promotes division or violence within political parties. Violations should be punishable by law.

2. Duty of Every Citizen to Uphold Peace: Codify the responsibility of each citizen to protect the state from division and violence. This clause would encourage citizens to take an active role in promoting harmony and denouncing divisive actions within political parties.

3. Establishment of a National Unity Commission: Form an independent commission to monitor and address incidents of politically motivated violence or division. This commission should act impartially to mediate conflicts and promote peaceful political engagement.

Conclusion:

This proposal envisions a Bangladesh where political parties serve as vehicles for democratic ideals rather than instruments of power and personal gain. It calls for an overhaul of political structures to align them with the values of integrity, inclusivity, and accountability that underpin a healthy democracy. The vision for this New Bangladesh is one where people of all creeds, castes, and communities live as one family, with every citizen proudly rebranding Bangladesh as a symbol of democracy, unity, and equality on the global stage.

The people of Bangladesh look to you, Dr. Yunus, for guidance in this pivotal moment. With your support, we believe it is possible to dismantle the fascist systems entrenched within our political institutions and to build a democratic state reflective of the public’s aspirations.
