Civic Vision Bangladesh (CVB) is an independent public-interest publishing and advocacy platform founded and led by Minhaz Samad Chowdhury, a Bangladesh-based independent human rights defender and governance and public policy analyst.

Formerly known as Bangladesh HR Defender, the platform now operates under the name Civic Vision Bangladesh (CVB). Its existing website address, hr-defender.blogspot.com, remains unchanged, preserving access to its articles, public statements and other published materials. Earlier publications may retain the former name.

Our Mission

CVB promotes human dignity, equal rights, accountable institutions and meaningful civic participation. Through research, documentation, policy analysis and responsible advocacy, we seek to connect public policy with people's lived experiences and encourage informed discussion about justice and democratic reform.

What We Publish

Our work focuses on Bangladesh while examining relevant regional and international developments. We publish analysis, commentary, policy proposals, public-interest appeals and human rights documentation concerning:

• Human rights, equality and the protection of vulnerable communities.
• Rule of law, access to justice and institutional accountability.
• Governance, public policy and democratic participation.
• Religious and ethnic minority rights, including land and home security.
• Freedom of expression, press freedom and civic space.
• Regional and global developments affecting rights and public welfare.

Our Editorial Approach

We aim to ground our publications in credible sources, transparent reasoning and respect for human dignity. Factual reporting, analysis, opinion and advocacy should be clearly distinguishable. Where evidence is incomplete or disputed, we seek to acknowledge those limitations rather than present uncertainty as established fact.

CVB does not endorse political parties or electoral candidates. Our scrutiny focuses on conduct, policies and institutions, applying principles of rights and accountability irrespective of political affiliation.

About the Founder

Minhaz Samad Chowdhury is based in Sylhet, Bangladesh, and has been engaged in independent human rights advocacy since 2007. His work encompasses governance and public policy analysis, legal research, rule of law advocacy, minority protection, land rights, civic education and democratic accountability.

Through CVB, he brings a Bangladesh-based perspective to national and international debates, with particular attention to how institutional decisions affect people's safety, dignity and access to justice.

Independence and Scope

CVB is an independent public-interest platform. References to institutions, correspondence with public authorities, or links to external organizations do not by themselves imply affiliation, endorsement or sponsorship.

Publications are intended to support public understanding, research and policy discussion. General legal commentary is not a substitute for advice from a qualified professional concerning an individual case.
